Sorry for the late response. Sophia is correct in her response to your questions.
 
In terms of asking NZSIS, I’m quite sure we did didn’t consider this necessary as the paper being
referred appears to be a collaboration between Stats NZ and Custom, despite being mentioned
in NZSIS response to an OIA.
 
Attached are relevant emails from Customs, Dr Nessa Lynch and yourself.

Thanks so much for your email.
Stallah and I worked on this OIA together, so I have looped him in. My responses are below:
Did we confirm with Customs specifically that they do not have the discussion paper on
file? Yes – Stallah contacted customs and confirmed that they did not have a copy of the
paper. If you need dates for that correspondence, Stallah can help with that.
Did we ask NZSIS whether they hold a copy of the discussion paper? I’m not sure -
@Stallah?
Did we do a thorough search of our own records for the discussion paper? Yes – my
understanding is that Policy and the Little Office both checked our files. I myself did a
check, and presumably Stallah did also.
