Thank you all for making time last week to join the extended LGWM‐WRGF integration meeting on Thursday.
Minutes including actions are attached, along with a short slide‐pack on the WRGF.
As discussed in the meeting, we agreed there is merit in extending the LGWM UD workstream to enable MHUD and
Kāinga Ora to be more closely involved, and utilising the Wellington Regional Leadership Committee as a forum to
present an integrated urban development/transport approach, particlarly as a vehicle for communicating to both
Ministers Wood and Woods (potentially 7 Sept meeting).

Following introductions, and an overview from Amy of the meeting objectives, Kim and David

provided an overview of the structures and status of both WRGF and the LGWM.
WRGF structure and status (Kim)
• The Wellington Regional Leadership Committee is being established under the LGA. First
the
procedural meeting to invite Iwi reps and Crown Ministers wil be held 28 May.
• Minister Woods and Minister Wood likely to represent Crown (subject to Cabinet approval
7 June).
• 1 July wil be the first ful meeting with al partners.
• Independent Chair has been appointed.
• GWRC Administering Authority wil recruit for Project Director, Programme Manager, Māori
under
Liaison, Project Coordinator.
• Leadership Committee wil meet every 2 months, supported by CE-equivalent group, and
Senior Managers Group.

Urban development workstream overview (Poul)
• Talking lots with Kāinga Ora on various issues.
• TPG engaged and has been looking at development scenarios.
• Looking at options for MRT stops, but from a perspective of what stop location could best
enable intensification/regeneration/place-making, not just transport outcomes.
• Looking at options for delivery and how they wil be financed.
• Undertaken detailed precinct assessment/planning (eg, Haining), wil fol ow this with other
precinct work to enable the discussion at al levels.

Discussion on issues alignment (Al )
• Discussion on importance of making sure everyone has enough information to fil gaps in Act
information and potential to use WRGF forum to bring all issues into alignment.
• Relevant for water infrastructure needs, property acquisition, and use of UD tools – and
how tools/investment best targeted.
• Opportunity to utilise WRGF forum with transport and housing Ministers and present to the
Leadership Committee.
• WRGF wil inform the Kāinga Ora regional investment plan – so important to keep
channel ing into that forum.
• WRGF meetings wil soon be set right through to end of 2022, so could get on schedule for
one of next meetings.
• In terms of alignment between officers, opportunity to extend existing LGWM urban
development workstream to Kāinga Ora and MHUD (subject to confidentiality agreements
being signed etc, noting Kāinga Ora already has).

• Suggestion to outline respective roles and formalise these through a Terms of Reference
for the workstream, and then look at establishing a regular meeting.
• Put overall proposal to LGWM Board for decision about approach (and actions below).
