Your Official Information Act request OIA21/22-0693 
Thank you for your email of 11 April 2022 requesting the following information under the 
Official Information Act 1982 (the OIA): 
“…all advice, notes, agendas, and communications from the 'Royal Commission of Inquiry 
into the terrorist attack on Christchurch masjidain on 15 March 2019 ' that relate to: 
# the counterjihad/counter-jihad movement, and its involvement in the attacks # any 
measures taken to prevent agents of said movement from influencing the inquiry.” 
The Department of Internal Affairs holds records of the Royal Commission of Inquiry into the 
Terrorist Attack on Christchurch Mosques on 15 March 2019 in its capacity as the 
administering agency for the Royal Commission. 
However, the Royal Commission made orders under section 15 of the Inquiries Act 2013 (the 
Act) that relate to access to inquiry documents, and non-publication of names of witnesses 
and participants. 
Minute 4 of the Inquiry outlines the material subject to a non-publication order under 
section 15(1)(a) of the Act. 
Therefore, your request is refused under section 18(c)(i) of the OIA, on the grounds that 
releasing the information would be contrary to a specified enactment. You can read Minute

We intend to publish our response to your request on www.dia.govt.nz. This letter, with 
your personal details removed, will be published in its entirety. Publishing responses 
increases the availability of information to the public. It also consistent with the Act’s 
purpose of enabling more effective participation in the making and administration of laws 
and policies and promoting the accountability of Ministers and officials.
