I refer to your Official Information Act 1982 (OIA) request received on 7 February 2022 for 
information about infringement notices issued for ‘cruising’ offences. 
You requested: 
Can you please tell me how many infringement notices were issued for breaches 
of the CHRISTCHURCH CITY COUNCIL CRUISING AND PROHIBITED TIMES 
ON ROADS BYLAW 2014 in 2021. 

Police has issued no infringement offence notices for breaches of the Cruising and 
Prohibited Times on Roads bylaw in 2021. Due to chal enges operationalising the bylaw, 
Police generally relies on other legislation to enforce anti-social road user activity in 
Christchurch. 
Canterbury District Police has a dedicated Anti-Social Road User (ASR) team which 
focuses on boy racer issues. This team regularly patrols, monitors, and engages with boy 
racer groups across Christchurch and takes appropriate enforcement action when 
necessary, including running checkpoints and ordering unsafe vehicles off the road.   
For example, a recent Police covert operation in the Wigram area resulted in eight 
vehicles currently being sought for impound for sustained loss of traction. A total of 10 
separate offences were also identified and 19 infringement offence notices were issued 
for using a motor vehicle under 3,500kg in a prohibited area.
