Background
The Tertiary Education Commission (TEC) does not manage any boards. The TEC is governed by a
Board of Commissioners, and the Minister of Education (the Minister) is responsible for appointing
commissioners to the TEC’s Board. The Ministry of Education provides advice to the Minister and
manages the process of appointment of commissioners to the TEC’s Board. Information about this
process can be found on the Ministry of Education’s website at:
www.education.govt.nz/our-
work/our-role-and-our-people/what-we-do/crown-appointments/
The TEC provides advice to the Minister on appointments he makes under the Education and Training
Act 2020, to the governing councils of the universities, wānanga and Te Pūkenga. TEC also manages
the process of appointment on behalf of the Minister. The Minister appoints nine of the 12 members
of Te Pūkenga’s council, four of the 12 members of each university council, and either three or four
members to the councils of wānanga, depending on whether the council has nine or 12 members.
The term of appointment is up to four years and each year some of those terms will expire.
The Minister also appoints some members to the governing boards of the Workforce Development
Councils (WDCs): all 12 members of Muka Tangata – People, Food and Fibre WDC, and four members
of Ringa Hora – Services WDC.
In all cases, the Minister must receive recommendations from each council before an appointment
can be made. The Minister also takes account of names submitted by the nominating agencies and
by parliamentary colleagues. The Minister will inform Cabinet of their appointment intentions before
finalising any appointments.

TERTIARY EDUCATION REPORT: LIST OF VACANT MINISTERIAL APPOINTMENTS
2022 Appointments
At present, one vacancy exists on the council of Te Wānanga o Aotearoa fol owing the resignation of
Bella Takiari-Brame and the Minister is awaiting the council’s recommendation.
Later this year, the Minister will consider three appointments that fall due, one each at the governing
councils of the University of Auckland, the University of Otago, and Te Wānanga o Raukawa. All
candidates are assessed against a framework for selection and the particular skills needs of a council
at the time of the vacancy.
The TEC website provides information about the appointment process and the skil s and experience
sought. We encourage anyone interested in appointment to contact the Minister’s Office or the TEC:
https://www.tec.govt.nz/teo/working-with-teos/tei/governance/become-a-council-member/
This year the Minister will also consider appointments to the governing boards of two of the new
Workforce Development Councils. The appointment process is set out in the legislation establishing
each WDC. The Order in Council for Muka Tangata – People, Food and Fibre WDC is here:
https://legislation.govt.nz/regulation/public/2021/0102/13.0/whole.html and the Order in Council
for Ringa Hora – Services WDC is here:
