I refer to your requests under the Official Information Act 1982 (the Act) on 15, 16, and 19
December 2021 for information relating to COVID-19, including the safety and efficacy of
vaccinations. Please refer to Appendix 1 of this letter for copies of your full requests.
The information you seek have been previously provided to you in earlier responses. Please refer
to the letter provided to you by the Ministry of Health on 21 January 2021 (H202117069 and
H202117155 refer).
As you have been repeatedly advised, much of your requests are not requests for official
information. While the Act allows people to ask for information from Ministers, government
agencies and Crown entities, there is no obligation under the Act for agencies to create new
information, compile information they do not hold, provide or prove an opinion, or respond to
inflammatory statements or hypothetical questions. Much of this request seems designed to
engage in the debate with the Ministry about the Government’s COVID-19 vaccination and
immunisation programme. The Act does not support requests where statements are put to agency
for comment, couched as a request for official information.
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any decisions

Appendix 1: Copies of requests

Given the experimental gene therapy/vaccine does not prevent a person from getting Covid-19
or transmitting the virus please provide any and all documentation that confirms how

How does the Ministry of Health measure the results of this gene therapy?
What are the measurable benefits of this gene therapy and how are these determined?
The costs of the gene therapy are easily determined with over 130,000 reactions including
death, abortion, heart conditions, potential future fertility problems for the innocent, strokes,
paralysis. Please note vaccine adverse reactions are normally under reported by a multiple of
four so I expect these numbers to be significantly higher. These are also short term so the long
term could be even worse. There could be millions of people in New Zealand with long term
health problems including our most vulnerable.
Please provide all benefits of this gene therapy and how they have been measured?

Dear Jacinda Ardern, Ashley Bloomfield,
Prime Minister you are on record as saying the following "People who are vaccinated will still
get Covid-19 it just means that they won't get sick and they won't die".
Director General of Health you are on record as saying the following "As I mentioned before in
this forum and in a separate briefing on the 16th November as our vaccinations rise somewhat
counterintuitively the proportion of cases, hospitalizations and deaths rise amongst those who
are fully vaccinated".
I can provide video if required.
Pm can you please provide any and all evidence that supports your assertion that the vaccine
will mean you won't get sick.
Director General of Health - can you please provide any and all evidence, briefings, papers that
support your statement that deaths rise amongst those that are fully vaccinated. Can you also
provide any and all evidence showing that more deaths in the vaccinated is a good thing for
New Zealand?
I was of the impression lockdowns, masks vaccines were all designed to reduce death rates?
Director General of Health - can you please provide any and all information that Medsafe or
MOH hold and if there was a warning of the Pfizer mRNA vaccine to the heart. A recent study
titled "mRNA Covid Vaccines Dramatically Increase Endothelial Inflammatory Markers and ACS
Risk as Measured by the PULS Cardiac Test - a Warning"
The study concludes that the mRNA vaccines dramatically increase inflammation on the
endothelium and T cell infiltration of cardiac muscles which is likely to account for the increased
number of adverse cardiac or vascular events and side effects such as thrombosis,
caridomyopathy and others post vaccination".

The above effectively mirrors the side effects in the Medsafe reporting and the very large
amount of side effects the vaccine is doing to people.
Can you please provide any and all information that Medsafe holds that refutes this study and
states that the vaccine is safe for the heart?
Is a cost benefit analysis available to show that an increase risk in heart attacks in the whole
population versus limited immunity from the vaccine has benefits that outweighs the risks?

Dear Ministry of Health,
Am I correct in saying
Are you telling people to get the vaccine because it works? Please provide any and all
documentation confirming that the Ministry of Health relied on that confirmed two doses works.
If the vaccine worked then why are you telling vaccinated to get a booster. Please provide any
and all documentation confirming that a booster wil work. Boosters overseas haven’t seem to
worked. What documentation can MOH provide that a booster will work?
So are you telling the unvaccinated to get a vaccine to protect the vaccinated because the two
shots haven’t worked for them?
How is MOH comparing current cases as to who is getting infected? Did MOH put anything in
place in terms of trial groups before you started a nationwide drug trial on New Zealanders?
