Background
2.
The Library and Information Advisory Commission (LIAC) is established under
section 22 of the National Library of New Zealand (Te Puna Mātauranga o Aotearoa)

Act 2003 Its role is to advise you, as the responsible Minister for the National Library of
New Zealand, on:
2.1 library and information issues, including mātauranga Māori, and access to library

and information services;
2.2 the role of library and information services, including mātauranga Māori, in the
cultural and economic life of New Zealand; and
2.3 any other matters requested by the Minister.

LIAC’s Chair is appointed from amongst its seven members, one of whom is the
National Librarian who is an ex officio member. Members can be appointed for terms
of three years.
4.
Your intention is to appoint Allison Dobbie MNZM as the Chair of LIAC [IA202101442

2021.
5.
If accepted, Ms Dobbie’s term will commence on 15 November 2021, and end on 12
September 2024.

The Library and Information Advisory Commission Ngā Kaiwhakakamārama i ngā
Kohikohinga Kōrero
• I propose that Cabinet’s Appointments and Honours Committee notes my intention to
appoint Allison Dobbie MNZM as chair to replace the previous chair whose term ended
in September 2021.
• If accepted, Ms Dobbie’s term will commence on 15 November 2021 until 12 September
2024, which is for the remainder of her term on LIAC.

The role and composition of the Library and Information Advisory Commission
• Library and Information Advisory Committee (LIAC) is established under section 22 of
the National Library of New Zealand (Te Puna Mātauranga o Aotearoa) Act 2003.
Act
• The chair is appointed from amongst its seven members.
• LIAC’s role is to advise me, as the responsible Minister for the National Library of New
Zealand, on:
o library and information issues, including mātauranga Māori, and access to library
and information services;
o the role of library and information services, including mātauranga Māori, in the
cultural and economic life of New Zealand; and Information
o any other matters on request.
Fees
• LIAC is classified as a Group 4 Level 3 Body under the Cabinet Fees Framework. The
chair’s daily fee is $440.

The appointments process
• I can confirm that an appropriate process has been followed for selecting the
the
proposed chair. Her appointment is supported by the previous chair, David Rennie.
• Members were assessed against the following selection criteria:
o experience navigating public policy environments and machinery of
government knowledge;
under
o a strong understanding of the public good ethos of libraries and the
information economy;
o political savvy and confidence in communicating with political stakeholders;
o confidence in presenting considered, independent views on key library sector
issues;

LIAC and the wider library sector;
o comfort and competence with tikanga Māori;
o an ability to deliver on commitments and agile,

o timely communication;
o experience in leading effective meetings; and
o ability to facilitate disparate views and perspectives.

Proposed appointment will bring a solid mix of skills and experience
• Allison Dobbie MNZM, from Auckland, was recently appointed as a member for a
1982
three-year term on 13 September 2021. She has had a long and distinguished career
in the public library sector in New Zealand and the Pacific.
Act
• As chair, Ms Dobbie will bring strategic leadership, library and information
experience, and governance experience. In 2019, Ms Dobbie was awarded an MNZM,
in recognition of services to library and information management.
• Ms Dobbie was inaugural Chair of the Library and Information Association of New
Zealand Aotearoa Professional Registration Board and a member of the National
Library’s Strategic Plan Advisory Group.
• Ms Dobbie was co-founder of the first regional iteration of the International Network
Information
of Emerging Library Innovators (INELI) Oceania for emerging leaders from Australia,
New Zealand, and the Pacific Islands (funded by the Gates Foundation Global
Libraries). She was also Chair of the INELI Oceania Board.
