I refer to your request dated 23 November 2021, pursuant to the Official Information Act
1982 (the Act), seeking a copy of a consultant report that was referred to on page 19 of
Waka Kotahi's December 2018 Cycling Safety Action Plan.
The consultant report referred to is an NZIER report to the Ministry of Transport from
October 2018 and is titled “Vehicle technologies and standards: A preliminary assessment
for prioritisation”. It is publicly available on the Ministry of Transport website:
https://www.transport.govt.nz/assets/Uploads/Report/NZIER-Vehicle-report.pdf. Accordingly, I decline your request for information under section 18(d) of the Act, on the
grounds that the report you have requested is publicly available.
You may be aware that the Government committed in 2020 to raise the safety performance
of vehicles entering the New Zealand fleet, as part of the
Road to Zero Action Plan 2020–
2023. Work investigating whether we should require further modern safety technologies in
cars entering the fleet is progressing and is at a scoping stage.
Given these developments, I note that the NZIER report is a preliminary assessment of
specific safety features of vehicles. The report does not necessarily reflect our current work
or the latest available evidence. In particular, I note the Government has already acted to
mandate anti-lock braking systems for all new-to-fleet motorcycles effective 1 November
