Official Information Act request relating to Counter-Terrorism review documents
Thank you for your Official Information Act 1982 (the Act) request received on
22 November 2021. You requested:
1) Independent Review of Current Activity and Development of a Counter-
Terrorism Strategy by Steve Long (2015)
2) Review of Arrangements for Coordinating National Security and
Intelligence Priorities by Jacki Couchman (2013)
3) Counter-Terrorism: A review of the New Zealand CT landscape by
Simon Murdoch (2013)
The time frame for responding to your request was extended under section 15A of the Act by
20 working days because it necessitated a search through a large quantity of information,
and consultations to be undertaken before a decision could be made on the request.
Following this extension, I am now in a position to respond.
I am advised that there is no 2015 document written by Steve Long with the title
“
Independent Review of Current Activity and Development of a Counter-Terrorism Strategy”.
As such, this part of your request is refused under section 18(e) of the Act, as the document
alleged to contain the requested information does not exist or cannot be found, despite
reasonable efforts to locate it.
I have decided to release the relevant parts of the documents listed below, subject to
information being withheld as noted. The relevant grounds under which information has been
withheld are:
section 6(a), to prevent the prejudice of the security or defence of New Zealand
or the international relations of the Government of New Zealand; and
section 9(2)(g)(i), to maintain the effective conduct of public affairs through the
free and frank expression of opinion.
