Information Request – OIA-DOC/FENZ Operational Services Agreement
I refer to your official information request dated 16 September 2021 regarding the Operational
Services Agreement (OSA) between the Department of Conservation (DOC) and Fire and
Emergency New Zealand.
In accordance with the provisions of the Official Information Act 1982, responses to your questions
are set out below.
1. A copy of the review undertaken by FENZ of the services DOC provide in the 3 year period
since 2017 as required under the agreement;
Senior management from both organisations meet quarterly to discuss matters of mutual interest
in wildfire management, how we are each performing in our relationship, and to share information
such as operational wildfire reviews and lessons e.g. Port hills fires. Within this relationship
management approach there have not been any assessment reports produced by Fire and
Emergency. Through this process, we jointly negotiated and agreed on what services would be
included in the new OSA, which was signed off on the 8th September 2021.
2. A copy of the recently completed agreement that replaces to 2017 version; and

3. Advice as to the Internet sites that the agreement is to be posted on as was previously
required under the old Agreement.
There are no plans to publish the OSA on our public website as this is not required by the Fire and
Emergency New Zealand Act or by the new OSA. It wil , however, be published on our internal
intranet so that our people have access to it.
You have the right to seek an investigation and review by the Ombudsman of this decision.
