RACING SAFETY DEVELOPMENT FUND (RSDF)
1 The RSDF is a contestable fund of $0.99 million per annum, matching dollar-for-dollar

contributions from racing clubs. The RSDF’s objective is to support projects that enhance
safety in the racing industry and, thereby, raise the quality of facilities at racecourses.
2 The Minister for Racing oversees the RSDF; an industry working group (IWG) is
responsible for making the final decisions on funding allocations; and the Department of
Internal Affairs undertakes the secretariat role.
3 The IWG consists of four members as follows:
i.
an independent chairperson appointed by the Minister for Racing;
under
ii.
one representative from New Zealand Thoroughbred Racing;
iii. one representative from Harness Racing New Zealand; and
iv.
one representative from the New Zealand Greyhound Racing Association.
4 The IWG is required to make decisions on the allocation of RSDF funding, based on the
following RSDF ranking criteria, which include
the
i.
the benefit to safety in the racing industry and, therefore, to raising the quality of
racecourse facilities;

any additional benefits in improving the use of racecourse facilities as community
assets;
iii. whether the project complements code body and industry strategies for the
development of the on-course infrastructure;
iv.
the cost effectiveness of the project;

v.
the viability of the project;
vi.
the nature and progress of any prior consents or consultations required for the
project to proceed; and
vii. any additional ranking criteria determined, from time to time, by the working group.
