Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) on 30 August 2021
for information relating to district health boards (DHBs) and the Care Capacity Demand
Management (CCDM). You specifically requested:
“Are you able to please advise which DHBs have implemented CCDM (Care Capacity
Demand Management) and which DHBs are yet to implement?”
One document has been found in scope of your request and is attached as Appendix 1. DHB’s
rate of implementation at Quarter 4 (end of June) 2021 can be found on the left side of
Appendix 1. Information in Appendix 1 is based on reporting through the National Reporting
Framework. The Safe Staffing Healthy Workplaces Unit at Central Technical Advisory Services
(TAS) developed a National Reporting Framework to report on implementation of the CCDM
programme. The implementation rate is based on self-assessment against twelve criteria. If you
require more information, you are welcome to contact TAS directly.
Please note, Waikato, Canterbury and Counties Manukau DHBs were late adopters of the
CCDM programme.
In September 2021, the Minister of Health announced a nurse-led review of Safe Staffing. This
will review implementation of the CCDM and compare outcomes in DHBs where the CCDM is
fully implemented with those that are at an early stage of implementation.
