Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of 
Health (the Ministry) on 9 July 2021 for: 
 
“1. The dollar amount that HealthCare NZ receives in bulk-funding from District Health 
Boards by contract. 
2. Confirmation that under these bulk-funding arrangements, HealthCare NZ is not 
required to payback money for undelivered services.  
3. The number of times that HealthCare NZ did not provide care to DHB clients over 65 in 
June 2021 because there was no support worker assigned to them. We believe 
HealthCare NZ holds this information and it should be disclosed under the Official 
Information Act.” 

 
I have been advised that the information you have requested is held by Bay of Plenty District 
Health Board (BOP DHB). For this reason, I have decided to transfer your request to BOP DHB 
under section 14 of the Act. You can expect a response from them in due course.   
 
Under section 28(3) of the Act you have the right to ask the Ombudsman to review my decision 
to transfer your request.
