I am responding to your request, transferred to the Tertiary Education Commission (TEC) from the
Ministry of Education on 16 July 2021, for the following information under the Official Information
Act 1982 (the Act):
I request a summary of the pass and fail rates for all the Bachelor of Nursing providers across the
country, ideally across all three years of the programme.
TEC does not measure pass and fail rates for each year of a qualification, and we do not hold data
about which courses a learner is required to pass for each year of a qualification. Each tertiary
education organisation and qualification has its own unique qualification requirements.
Please find attached the standard TEC educational performance indicators (EPIs) for Bachelor of
Nursing by provider for 2018, 2019 and 2020. The data is broken down by cohort-based qualification
completion rates and first year retention rates.
Cohort-based qualification completion rates are the proportion of students in a starting cohort who
go on to complete a qualification at the same level at the same Tertiary Education Organisation
(TEO), within six years. For example, the 2020 completion rates relate to qualifications beginning in
2014. If the TEO did not have any learners in the starting cohort (six years prior), they would not have
corresponding qualification completion rates. These are identified as N/A in the attached table, and
include the fol owing TEOs:
• Toi Ohomai Institute of Technology, which was formed as the result of a merger between
Bay of Plenty Polytechnic and Waiariki Institute of Technology in 2016. As a result
qualification completion rates will be available only from 2021 for the Bachelor of
Nursing.
• Te Whare Wānanga o Awanuiārangi, which started delivering the Bachelor of Nursing in
2015. Qualification completion rates for this TEO are only available from 2020.
First year retention rates are the proportion of students who enrol ed in a second year of study. First
year retention rates are only measured for students enrolling in qualifications of two equivalent full
time students (EFTS) or more at level four and above.
You have the right to seek an investigation and review by the Ombudsman of this decision.
Information about how to make a complaint is available at www.ombudsman.parliament.nz or
freephone 0800 802 602.
The TEC intends to publish its response to this request on our website with your personal details
removed. Consistent with the Act, we are publishing responses in the interests of transparency and
accountability, and to improve access to official information.
Nāku noa, nā
Tim Fowler
