of their group, over 600 people, hold differing views of this issue. s7(2)(c)(i) Prejudice In w
 
ere pleased to be consulted by the 
library on this issue but do not wish to be referenced in any public statement on the matter. 
 
However the executive view is that the best outcome would be for this event to not go ahead in the library. If it is 
determined to allow the event to proceed as a debate, issues to be resolved would include: neutral hosting and 
facilitation, clear guidelines on acceptable speech and language, protocol if guidelines are breached and ensuring 
safety of attendees both during the event and afterwards. There is a known risk of trans women and men being 
outed publicly as a result, as this is the way they have worked in the past. 
 7(2)(a) Privacy and I feel that the preferred option would be to refuse to host this group at all. It is in fact a political 
group, some of its leaders work for political parties. Council policy has always been to refuse political events in the 
library. 
Our view is there is reputational risk to Council in hosting a debate because it increases the risk of protest and 
ongoing negativity.

Thank you for raising your concern with me regarding the talk organised by Speak up for Women New Zealand  to be 
held in the Library on June 25 on the Births Deaths Marriages Relationships Registration Bill in Parliament. The 
event, as proposed, was to be held outside of Library hours with Library management in attendance.  As we have 
undertaken further research and sought community feedback, our position is now to inform SUFW that we would 
like to host a facilitated debate on the Bill at a date to be confirmed instead of the proposed meeting next week. 
  
In exploring this, we looked at how other local authorities have approached this request.  We found that some 
councils allowed Speak Up For Women to use their space, others declined. 
  
We discussed this with national library experts and the local police.  We have also had a conversation with 
s7(2)(c)(i) Prejudice Inf’s  leadership team.  While they do not agree with the group’s korero, they have indicated their support of 
our position to provide a space for the conversation.  We also took steps of having library management attending 
the talk held in Napier to understand the nature of the event.  An invitation has been sent to the Minister 
responsible for the Bill, Minister Jan Tinetti, to come and speak to the Bill.  s7(2)(c)() Prejudice

like to have an opportunity to provide their views, all of whom would be involved in any proposed facilitated debate. 
  
We took advice from our Public Library senior management and the National Librarian and considered the guidance 
of  the International Federation of Library Associations and Institutions, and the Library and Information Association 
of New Zealand Aotearoa, which have statements on freedom of information and intellectual freedom.  These 
statements support access to public spaces to support intellectual freedom, and people’s right to express their 
opinions.  We also considered our own Library’s code of conduct.  
  
Of paramount concern to us is the safety of the public and not providing a platform for hate speech.  
  
Like any talk being held at the City Library, this does not reflect a position being taken by Council – we support 
respectful, active citizenship and dialogue. Given all the information we have now, we will be contacting the 
organisers to state our position to provide a platform for debate that respects all views on this matter.  This is our 
preferred approach, and one we have used in the past where diverse views have been held on controversial topics. 
  
I will keep you and all our elected members informed of where we get to on this matter.

promoting hate against trans women.
