Dear Sebastian,
Thank you for your email of 17 June 2021, requesting the following information under the Official
Information Act 1982 (the Act):
“This is a request for information relating to the Immigration National Security Screening
(INSS) Project.
I request a copy of the Business Case for this project that was presented to the Business Change
Board in June 2020.
If any more recent Business Case for this project exists, or any implementation plan, work
programme or procurement plan, I request copies of these as well.
I also request copies of any reports-back to the Minister for Immigration related to developing
and implementing this project”
Our response
Information in response to your request is attached as Appendix A. Please note some information is
withheld under:
Section 6(a) of the Act, as the release of the information is likely to prejudice the security or
defence of New Zealand or the international relations of the Government of New Zealand;
Section 6(c) of the Act, as the release of the information is likely to prejudice the maintenance
of the law, including the prevention, investigation, and detection of offences, and the right to
a fair trial;
Section 9(2)(a) of the Act, to protect the privacy of natural persons;
Section 9(2)(g)(i) of the Act, to maintain the effective conduct of public affairs through the
free and frank expression of opinions by or between or to Ministers of the Crown or members
of an organisation or officers and employees of any department or organisation in the course
of their duty;
Section 9(2)(j) of the Act, to enable a Minister of the Crown or any department or organisation
holding the information to carry on, without prejudice or disadvantage, negotiations
(including commercial and industrial negotiations);
In terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the withholding of any
information is not outweighed by other considerations that render it desirable to make the
information available in the public interest.
