Dear Scott,   
I am writing in response to the email you submitted on 1 June 2021. Your request has 
been considered pursuant to the Official Information Act 1982 (the Act). Specifically, you 
requested: 
Copies of all documents serving as formal debriefings, after-action reports and/or 
evaluations of the following three counter-terrorism training exercises: 
1)      The joint NZSIS-Police Response exercise conducted October 2018 
2)      The Police-led Guardian exercise conducted October 2019 
3)      The Police-led Resolution exercise conducted March 2020 
 
1.  This part of your request had been transferred to the New Zealand Security 
Intel igence Service as explained in our email to you on 01 June 2021. 
 
2.  In relation to your request for all ‘formal debriefings, after-action reports and/or 
evaluations’ to the Guardian exercise conducted October 2019, the information is 
withheld pursuant to section 6(a) of the Act, as the making available of the 
information is likely to prejudice the security or defence of New Zealand or the 
international relations of the government of New Zealand. 
 
3.  This exercise was cancelled due to the developing COVID-19 situation. Therefore, 
this part of your request is refused under section 18(e) of the Act, as the 
documentation al eged to contain this information does not exist. 
 
I trust that you are satisfied with my response to your request. If not, you have the right 
under section 28(3) of the Act to ask the Ombudsman to seek an investigation and review 
of my decision.
