Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of
Health (the Ministry) on 21 May 2021 for:
“1) Would you please provide all marketing material planned to be used for the Covid 19
vaccine Group 4 (general population) rollout.
2) Does the government plan to incentivise business to provide free goods in return for
proof of vaccination? Such as but not limited to free fries at McDonalds, free donuts, or
free bags of marijuana as offered in America?
3) Does the government plan to offer money in the form of lotteries or other random
selection as an incentive to get vaccinated?”
The first part of your request is more closely related to the functions of the Department of the
Prime Minister and Cabinet (DPMC). For this reason, I have decided to partially transfer the first
part of your request to DPMC under section 14 of the Act. You can expect a response from
DPMC in due course.
Regarding parts two and three of your request, while the Act enables people to request official
information from the Ministry, there is no obligation for the Ministry to provide an opinion. For
this reason, parts two and three of your request are refused under section 18(g)(i) of the Act, as
the information is not held by the Ministry or another agency subject to the Act.
Under section 28(3) of the Act you have the right to ask the Ombudsman to review any
decisions made under your request.
