I refer to your request of 7 July 2021 for the following information under the Official
Information Act 1982 (the OIA):
I would like to request, dated September to November 2020:
1) Copies of all COVID-19 Vaccine Strategy Implementation Weekly Reports
2) Copies of the minutes of all COVID-19 Vaccine Strategy Taskforce meetings
3) Copies of the minutes of all Science and Technical Advisory Group meetings
I have attached the information in scope. Please note that some information in the
document has been withheld under the following sections of the Act:
6(a)
releasing the information would be likely to prejudice the
security or defence of New Zealand or the international relations
of the Government of New Zealand
6(b)(i)
releasing the information would be likely to prejudice the
entrusting of information to the Government of New Zealand on
a basis of confidence by the Government of any other country or
any agency of such a Government
6(b)(ii)
releasing the information would be likely to prejudice the
entrusting of information to the Government of New Zealand on
a basis of confidence by any international organisation;
9(2)(a)
in order to protect the privacy of natural persons;
9(2)(ba)(i)
to protect information which is subject to an obligation of
confidence, where the making available of the information would
be likely to prejudice the supply of similar information, or
information from the same source, and it is in the public interest
that such information should continue to be supplied;
9(2)(ba)(ii)
to protect information which is subject to an obligation of
confidence, where the making available of the information would
be likely otherwise to damage the public interest;
9(2)(j)
to enable a Minister of the Crown or any public service agency or
organisation holding the information to carry on, without
prejudice or disadvantage, negotiations
Section 6 covers conclusive reasons for withholding information under the Act. In
terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the decision
to withhold information is not outweighed by other considerations that render it
desirable to make the information available in the public interest.
