Information Request – AFAC Contracts and SMS Reports
I refer to your official information request dated 06 May 2021 asking for the following information
:
1. A copy of all current contracts, agreements, and similar FENZ has with the Australasian
Fire Authorities Council (AFAC).
2. A copy of all historical contracts, agreements, and similar FENZ has with AFAC extending
back to 1 January 2015.
3. A copy of the SMS reports for incidents with CAD numbers F2716928 and F2866954.
4. A copy of the information supplied to Worksafe for incidents F2716928 and F2866954.
In accordance with the provisions of the Official Information Act 1982, I
enclose a copy of the
information we have identified as being within the scope of points 1 and 2 of your request. These
are:
• AFAC NZICC Agreement for provision of review services
• AFAC PHF Agreement for provision of review services
• AFAC representation as a council sponsor.
Some information has been redacted under section 9(2)(a) to protect the privacy of individuals
identified in the report and under section 9(2)(b)(ii) as its release would be likely to unreasonably
to prejudice the commercial position of the person who is the subject of the information.
Fire and Emergency New Zealand’s relationship with AFAC is one of membership of AFAC as a
collective body, not a contractual relationship with a singular organisation. New Zealand is one of
the 32 members of AFAC. AFAC facilitates and supports inter-agency engagement, enabling
members to jointly consider common challenges, generate solutions, develop doctrine including
positions, guidelines and technical notes, and inspire new directions in practice through its
collaboration model. This model encourages member agencies to work together, often in bi-lateral
or multilateral arrangements rather than through AFAC. You can find more information about

Fire and Emergency therefore does not have an ongoing, over-arching contract with AFAC, but
does pay annual subscription fees.
To address point 3, I
enclose the SMS Incident Reports for incidents F2716928 and F2866954.
Some information has been redacted under section 9(2)(a) to protect the privacy of individuals
identified in the reports.
Please note the SMS Incident Report provided to you is generated by Fire and Emergency New
Zealand’s electronic station management system (SMS Report). In SMS Reports, ‘Notifications’ and
‘Message Log’ fields are reported in real time as fire crews and our communication centres
communicate with each other during the incident. They are not the official final records of
incidents but word for word transcripts of ‘live’ situations as they occur. They may contain spelling
errors or commonly used abbreviations.
To address point 4, I also
enclose the information Fire and Emergency supplied to WorkSafe about
incident F2866954. Some information has been redacted under section 9(2)(a) to protect the
privacy of individuals. The notification for F2866954 was made by phone and your request for a
copy of this information is therefore refused pursuant to section 18(e) as it does not exist.
