Thank you for your email of 2 May 2021, asking for the fol owing information under the Official
Information Act 1982 (the Act):
Could you please send me copies of all ACC board minutes for the period Jan 2019 – April 2021.
On 1 October 2021, we wrote to you to notify of our decision to grant your request, and advised that we
were stil preparing the documents for release. We have now completed this work on 12 months’ worth
of minutes, please find these attached. We are still completing our work on the remaining minutes.
ACC board minutes
Please find attached copies of approved board minutes for the 12 months between April 2020 and
February 2021.
We have withheld some information from the minutes, under the fol owing grounds:
• 6(a) – prejudice to the security or defence of New Zealand or the international relations of the
• Government of New Zealand
• 6(d) – likely to endanger the safety of any person
• 9(2)(b)(ii) - prejudice to commercial position
• 9(2)(f)(iv) - constitutional conventions which protect the confidentiality of advice
• 9(2)(g)(ii) – to protect officers and employees from improper pressure or harassment
• 9(2)(h) - legal privilege
• 9(2)(i) - to carry out, without prejudice or disadvantage, commercial activities
• 9(2)(j) - to carry on, without prejudice or disadvantage, negotiations.
• 9(2)(k) - to prevent the disclosure or use of official information for improper gain or improper
• advantage.
The applicable withholding ground is stated on the redacted sections in the attached minutes. Please
note, we have considered the public interest with respect to the information withheld and are of the
view it does not outweigh the interests being protected.

Page 11 of the 1 May 2020 minute mentions a proposed income scheme. This was one of a range of
options which the Government was looking at to support businesses during the COVID 19 Lockdown, but
was not implemented as the economic outlook improved.
Page five of the February minute discusses ACC’s remuneration approach, and notes that “ACC’s
remuneration approach would need to be agreed to by the Public Service Commission but this year the
approach only required consultation with the Commission.” However, fol owing the release of the Public
Service Pay Guidance from the Public Service Commission in May 2021, ACC’s 2021 remuneration

approach was endorsed by the Commission.
