Official information request for list and contents of MOU's from PRC 
universities 
 
I refer to your requests for information under the Official Information Act 1982 (the Act) 
dated 13 January 2021.  
 
Please see the attached table, which sets out a list of MOUs between Te Herenga Waka—
Victoria University of Wellington and universities in China. 
 
As this list demonstrates, the number of MOUs is significant, totalling several hundred 
pages of documents. The University is required to examine each of these documents 
before it can provide them to you, to consider whether it is necessary to withhold parts of 
the information under the Act. Parts of a number of these documents must be translated 
in order for us to consider them, which is a time-consuming process and places a 
significant administrative burden on the University. Accordingly, we are contacting you to 
seek clarification of the scope of your request with a view to being able to process it more 
efficiently. Can you please let us know whether there are particular MOUs from this list 
that you would like to copies of, or if there are any particular details contained within the 
MOUs that you are seeking?

request.
