Thank you for your email of 7 December 2020, requesting various information
regarding
Hōkai Rangi. Your request has been considered under the Official
Information Act 1982 (OIA).
Hōkai Rangi: Ara Poutama Aotearoa Strategy for 2019-2024 outlines our
commitment to do better for people in prison and on community-based sentences,
identifies our long-term vision, and defines our plan for the next five years. It focuses
on prioritising the wellbeing of both the people under our management, and of their
whānau.
Further information about
Hōkai Rangi, and the organisational activity that it is
underway at Corrections to implement the strategy, can be found on pages 13 and
43 of Corrections’ Annual Report 2019/20, which is available on our website at the

One of the objectives of Hōkai Rangi is "a system where people are seen as
whole and worthy of dignity and care". Please provide me with any material
assessing the current system against this objective, any material assessing
the impact of are where the system is not or may not be meeting this
objective, any material describing current or planned work programmes to
address where the system is not meeting this objective, any progress reports
on current projects to address shortcomings
The approach that Hōkai Rangi is working toward of ‘a system where people are
seen as whole and worthy of dignity and care’ is one element of the long-term
outcome of ‘Humanising and Healing’. Meeting this outcome will require
improvements across all aspects of Corrections and incorporated into all elements of
our work. Because of this, the documentation relating to this objective is wide-
ranging and held by various teams across Corrections and cannot be located without
extensive consultations and collation across multiple business units. Accordingly,
your request is declined under section 18(f) of the OIA, as the information cannot be
made available without substantial collation or research.

We have considered whether to affix a charge or extend the time limit for
responding. However, given the scale of the request we do not consider that this
would be an appropriate use of our limited publicly funded resources.
As per section 18B of the OIA, we have considered whether consulting you would
assist to make the request in a form that would remove the reason for the refusal.
However, we do not consider that the request could be appropriately refined in this
instance.
