Request for information
I refer to your email of 12 November 2020 requesting information on public transport
fare revenue, operating costs and monthly patronage since July 2018. Your request
has been referred to me to reply.
Please be advised that we do not hold the information requested in parts 9 to 11 of
your request set out below. We do not have “tag off” on our service so cannot
calculate passenger distance travelled. This aspect is therefore refused under
section 17 of the LGOIMA:
9. monthly total passenger kilometres by bus route from July 2018;
10. monthly total passenger kilometres in respect of Peak Times trips by bus
route from July 2018;
11. monthly the total passenger kilometres in respect of Off-Peak trips by bus
route from July 2018.
We are able to provide the information requested in part 1 to 8 of your request,
though please note it will be subject to a 3% margin of error for patronage/revenue.
Environment Canterbury has decided to charge for this requested information under
section 13(1A) of the LGOIMA. The charge will be $608.00 incl. GST. This charge
has been calculated based on the nine hours it is estimated to take for staff to collate
the requested information. The first hour will be free and the other eight hours will be
charged at $38 per half hour. This charge is based on Ministry of Justice guidelines.
Once you confirm you wish to proceed, we will issue an invoice to you.
You have the right to seek a review by an Ombudsman of the estimated charge.
