Thank you for your email of 12 November 2020 requesting information relating to the Royal 
New Zealand Society for the Prevention of Cruelty to Animals (SPCA). Your request was 
transferred to the Ministry for Primary Industries (MPI) as the information requested is not 
held by the Office of the Associate Minister for Agriculture (Animal Welfare), Hon Meka 
Whaitiri. Your request has been considered under the Official Information Act 1982 (OIA). 
 
You requested the following: 
 
A copy of the employment contract for Kevin Plowright.  
Kevin Plowright is employed by the SPCA, and MPI does not hold a copy of their employment 
contract. Consequently, this part of your request is refused under section 18(g)(i) of the OIA.  
Documents which show that his actions in bringing some 79 charges against Janine 
Wallace and Barbara Glover had proper oversight by a superior /supervisor and went 
through independent oversight and assessment before charges were laid. 
The prosecution of Janine Wallace and Barbara Glover is being brought by the SPCA and this 
information is not held by MPI. Consequently, this part of your request is refused under section 
18(g)(i) of the OIA.
