Visas has been issued to foreign individuals over the years for the purpose of temporary or permanent visits to New Zealand. While Immigration New Zealand has been issuing electronic endorsements (eVisas) by default, physical Visa labels are at the moment still available for applicants if they so desire.

I have recently taken an interest in the history of physical visa labels, however, I wasn't able to locate a comprehensive list of physical visa Lebel designs New Zealand has used. For the purpose of this Official Information Request, could Immigration New Zealand please provide:

1. A list of iterations or versions of physical visa label designs New Zealand has used, preferably in chronological order;
2. An image of a specimen for each iteration or version;
3. The background image used in each iteration or version and what it depict.

On 27 October 2020, you asked the Ministry of Business Innovation and Employment (MBIE) for information under the Official Information Act 1982 (the Act). Your request was made via the FYI website.

Section 12 of the Act provides that any person may make a request where they are:

* a New Zealand citizen; or
* a permanent resident of New Zealand; or
* a person who is in New Zealand; or
* a body corporate which is incorporated in New Zealand; or
* a body corporate which is incorporated outside New Zealand but which has a place of business in New Zealand.

MBIE requires more information to establish your compliance with section 12. An original of any one of the following items is acceptable as a demonstration of your eligibility:

* A recent bill from the company who supplies your power, gas, water, phone or internet services
* Council rates notice
* A letter from the Electoral Office
* Travel itinerary
* Anything from a government agency that includes your name and address
* Unexpired Rental or Tenancy Agreement.

A scanned copy of one of the above can be sent to [email address]

Once MBIE receives this additional information from you, and is satisfied that the requirements of section 12 have been met, we will acknowledge the request and begin to consider it under the Act. If you do not meet the eligibility criteria of section 12, MBIE will still consider your request. Please respond by 5 November 2020. If do not respond by 5 November 2020 your request will deemed to be withdrawn.

Please also confirm if you are only after the IMAGES of the visa label stickers and not decision papers about these.

Thank you for your email of 27 October 2020 requesting under the Official
Information Act 1982 (the OIA), the following information:

 

“I have recently taken an interest in the history of physical visa labels,

Under Section 12 of The OIA, requests can only be made by;

Any person, being-

(a) a New Zealand citizen; or

(b) a permanent resident of New Zealand; or

(c) a person who is in New Zealand; or

(d) a body corporate which is incorporated in New Zealand; or

(e) a body corporate which is incorporated outside of new Zealand but
which has a place of business in New Zealand,

may request a department or Minister of the Crown or organisation to make
available to him or it any specified official information.

 

From the limited information you have provided in your request it is
unclear that you are eligible to make an OIA request.

 

Before we can proceed with your request you will need to provide evidence
that you are eligible to make a request.  Proof of eligibility can be
provided confidentially to me via email which is shown in the attached
file.

 

Please provide a response with evidence before 2 December 2020.  If no
response is received before this date, your request will be closed and
considered withdrawn on the basis that you are not eligible to make a
request under section 12 of the OIA.
