with the Cycle Action Plan

regards to investment in our transport system cannot be
underestimated
·  Need to be a willingness to make a change
·  Lacking a collaborative approach
·  Would like to see an independent review of alignment of all
agencies with recommendations on how to create collaborative
cross organisational project teams
·  Great engagement on larger plans but transport planners are being
facilitators on crucial projects.

Key Points
·  The purpose was to get more people on to bikes
·  Priority was to increase the cycleway network
·  Priority locations had been identified
·  Prioritisation criteria had been used
·  Implement area by area
·  Next three years $24m marked for cycle ways
·  Plan can be reviewed at any time.

·  Response from public is that they want more cycle ways
·  Reviewing plan in the future plan can be reviewed at any time
·  Review to see how it is performing in the future
·  Issues identified at Matapihi, strong signage needed to advise cyclists to
use the cycleway and not the road
·  Return on investment depends on how it is measured
·  Bylaw to prohibit cyclists on the road at Matapihi?
·  Need strong signs when a cycleway is provided, urging cyclists to use the
cycleway not the road.

Approves the draft Tauranga Cycle Plan (Cycle Plan – Appendix A)
for public feedback as part of the draft Long Term Plan 2018-2028

TOTARA STREET CYCLING AND SAFETY IMPROVEMENTS (DC 13)
Christine Jones, General Manager: Growth and Infrastructure, Karen Hay,
Traffic and Safety Manager and Martin Parkes, Manager: Transportation
presented PowerPoint Presentation (C) and responded to questions.
Key Points
·  Want a segregated cycleway
·  A need to address safety and operational issues
·  Engagement had occurred with the Port and heavy vehicle operators
·  Options had proven to be challenging
·  Two options preferred
·  NZTA working on a funding ratio for this road
·  Various forms of feedback required not just Mt Cycle Groups
·  Eastern side safer access
·  Costs incorporated in the LTP will form part of the consultation.

·  NZTA funding needs to be considered
·  Number of access ways on western access v the eastern access
·  Considering the road as a valuable asset
·  Were any other routes looked apart from Totara Street?
·  5000 heavy transport users every day
·  The number of cyclists are increasing

the eastern side of Totara Street), and notes that the project will
proceed to detailed design and subsequent implementation.

NGATAI ROAD CYCLING AND SAFETY IMPROVEMENTS (DC 7)

Transportation provided PowerPoint Presentation (D) and responded to
questions.
Key Points
·  Carparks would be removed with the proposal
·  Ngatai Road was identified by schools as a key route
·  Had good support from the public
·  Good opportunity to make improvements
·  Increase commuter cyclists through this area
· Bus stop in cycle lane.

Endorses Option 2 for the protected two-way cycle land and other safety
improvements for Ngatai Road (between Charles Street and the
Otumoetai Road roundabout) and notes that the project will proceed to
detailed design and subsequently to implementation.

With the support of the majority of the meeting the resolution was withdrawn.

Maunganui

·  Trial would be at a lower cost if it was confined to that area
·  Cycleway along Pilot Bay to be restricted to one way
·  5000 users over the Christmas 2017 period

·  Highly utilised part of Mount Maunganui
·  Options to look at providing as much parking as possible.
