Estate without funds in a Property Relationship Claim

Dear Ministry of Justice,
I am the executor of my mother's estate and it is without any funds.
There the only asset is a property.
My mother's partner of 20 years has put in a claim.
His name is on the title as a 14.45% share
My name is on the title as a 71.10% share
My name is on the other 14.45% share as executor
I cannot get the partner out of the house
He will not give me permission to sell the house
Probate has expired the 6 March some 5 months ago.
And I have run out of money to run the estate
Is there any advice and support you can provide.
I am a mental health patient with PTSD and a number of anxiety issues
I live in Tasmania, Australia and the property in question is in Ohope Beach
North Island
I am absolutely desperate for advice as the estate lawyer is just processing me and is very neutral.
I am unable to run two lawyers because of lack of funds.
Please help if you can.
