OIA Request 20/21 0300 request for passport and dual citizenship data 
Thank you for your Official Information Act (Act) request received by the Department of Internal 
Affairs (Department) on 9 July 2020.      
You requested –  
  How many New Zealand passports are held by people with dual citizenship?  
  Of those who hold dual citizenship, how many were born in New Zealand? 
  Of those not born in New Zealand, what was their country of birth? 
  How many New Zealand passport holders have never entered New Zealand? 
The Department does not hold information on whether New Zealand passport holders hold dual 
citizenship. Holding citizenship of another country in addition to New Zealand does not affect 
your entitlement to a New Zealand passport, so this information is not collected on forms.  
Furthermore, the Department does not hold information on whether or not New Zealand 
passport holders have entered New Zealand.  
Your request is therefore refused in full pursuant to section 18(e) of the Act; that the document 
alleged to contain the information requested does not exist or, despite reasonable efforts to 
locate it, cannot be found. 
You may wish to look at data released by the Department showing the countries of birth for 
people granted New Zealand citizenship. If this information would be of use to you, you can 
locate it by going to www.data.govt.nz  
Click on ‘Get datasets’ (at the top left) then under ‘Organisations’ (left side of the webpage) 
click on ‘Show More Organisations’ and then on ‘Department of Internal Affairs’. In the search 
bar at the top of this webpage, enter ‘Country of birth for people granted New Zealand 
Citizenship’ and then press ‘Enter’.
