Dear Shane
Your Official Information Act request - OIA2021-0016
In regard to your Official Information Act 1982 (OIA) request, which was received by the
Department of Internal Affairs (Department) on 7 July 2020.
You have requested:
“… copies of all Memorandum Of Understanding (MOU’s) signed in the last five years related
to the sharing of data to organisations outside your organisation.”

The Department understands your request to be for those agreements, under any title, that
establish a framework for information to be shared. We have excluded agreements which
acknowledge information may be shared between the parties, but do not establish any
method for how this might be conducted.

Please find attached copies of thirteen agreements which the Department has signed in the
last five years. Please note that some contact information has been withheld under s.9(2)(a)
of the OIA – to protect the privacy of natural persons, including that of deceased natural
persons.
We consider that the withholding of information as mentioned above is not outweighed by
other considerations which render it desirable, in the public interest, to make that
information available.

The Department is a party to several Approved Information Sharing Agreements (AISAs),
which are an instrument for sharing personal information under Part 9A of the Privacy Act
1993.

AISAs are published on the Office of the Privacy Commissioner website and can be found
here: https://privacy.org.nz/privacy-for-agencies/information-sharing/approved-
information-sharing-agreements/

You have the right to seek an investigation and review by the Ombudsman of this decision.
Information about how to make a complaint is available at www.ombudsman.parliament.nz
or Freephone 0800 802 602
Yours sincerely
Adrian Jarvis
