Thank you for your email of 28 June 2020, received by the Ministry of Health. Your request was partially transferred
to the Department of Prime Minister and Cabinet on 28 July 2020; however, as the Ministry of Business, Innovation
and Employment (MBIE) is now the agency responsible for Managed Isolation and Quarantine, MBIE is responding to
your request, under the Official Information Act 1982 (the Act) for the following information:
Please provide a list of every Hotel or other facility that has been or is currently being used by the
Government as a Managed Isolation Facility in New Zealand, and the current cost occurred so far for each
facility, in regards to room cost, food etc.
Please also provide information about the number of people who have stayed in each facility since March
25th 2020, and if available, the estimated cost per person to stay in a Managed Isolation Facility.
This is an updated response to your request. I have consulted with the newly formed team in our Managed Isolation
and Quarantine (MIQ) branch who have confirmed they have now able to process your request for the breakdown of
numbers of people who stayed in each isolation facility between 10 April 2020, and 19 November 2020, which is
when entry into managed isolation became a legal requirement upon entering New Zealand.
The information requested is attached as Appendix A. Please note that the information provided has been based on
data available to MBIE. The primary sources (which account for persons entering/exiting Isolation Quarantine
facilities) is sourced from
Aviation Security for 10 April to 31 July 2020 and the
National Contact Tracing System data
(1 August to 20 September 2020). Related financial data has not been included as work is underway on this and we
are currently unable to provide accurate costing data.
Please also note that there are instances where the same bubbles or groups of people have been moved or been
transferred to other facilities (I.e. in positive cases of COVID -19), therefore numbers will look larger than the
regional cases (as this implies the distinct number of persons moving between facilities).
