It is timely after today's events to provide an update for you all as to the exemptions process moving

forward.  Firstly thank you to each and every one of you for all your hard work and commitment to deliver 
on the process to date.  I understand this is at times challenging, with scenarios that are often complex 
and emotive.  You have all dealt with these admirably and we are proud of how we have worked together 
as a team, balancing individual requests with the requirements of an overarching public health strategy. 
We are clear that this is not about blame or an individual - we are navigating a complex, ever changing 
environment and making the best decisions we can with the information we have at hand.
As the positive cases have highlighted today we have an opportunity to reflect and learn with a particular 
focus on testing when leaving MI and our compassionate leave process.
As a result and effective immediately (today 16 June 2020 1800 ) the following conditions will come into 
effect:
1) we are suspending the ability to grant exemptions on compassionate grounds.  This will be reviewed in
conjunction with the government as we reassess our policy, public health risk and general decision
making framework.  Recommencement date has yet to be confirmed.
2) a person will require a negative COVID19 test confirmed before they leave the facility, regardless of
type of exemption.
3) all people who have been granted exemptions to leave facilities to visit dying family members will have 
their visits suspended until further notice. We have communicated this evening to RIC.
I will work closely with you all tomorrow on how we manage this significant change and we will design the 
formation Act 1982
communication content to support your conversations with applicants. We will need to ensure 
consistency, support for each other and clear communication to succeed at this.  Remember we are a 
team so early escalation of issues or concerns is vital.  If you are ever feeling unsure, get advice from 
another person in the team or one of the leadership team.

Can we clarify the rules for the team please so we can succeed at this.  I know in the flurry over the past

The only point from me Laurie is that whilst compassionate grounds are 'suspended' we are treating 
applications as a decline and messaging applicants to go back to website to ensure updates are 
transparent in that way.

Dear Colleagues
As you may be aware, the Minister of Health has announced a suspension to exemptions from 
managed isolation on compassionate grounds effective immediately. All applications for 
exemptions based on compassionate grounds will be declined by the Ministry of Health until t 1982
further notice.
From 17 June, this applies to:
 exemptions that have been previously granted but not commenced
 exemptions for day leave (to visit a dying or unwell relative)
 all new applications for exemptions on compassionate grounds.
We are communicating directly with the individuals affected by this change.
Exemptions for medical treatment and medical evacuation will continue to be considered on a 
case by case basis. Please note, from 17 June support people to those in hospital who are in 
managed isolation cannot leave managed isolation to attend or visit the hospital unless the 
n ormation 
patient is a minor (under 16).
Our website has been updated to include the latest information about managed isolation, criteria 
for limited exemptions and the process for applying for an exemption. We encourage people to 
check our website as we will update the information if a change to the policy or the criteria is 
ici
agreed.
People in managed isolation and quarantine can access information or support from:
 medical professionals at each facility
 Healthline (0800 3585453)
 Free call or text 1737 any time to connect with a trained counsellor.
We acknowledge the ongoing implications of this situation for everyone concerned. It is a 
difficult time and we thank you for all the work you are doing to protect the health and safety of 
all New Zealanders.
