Subject: Going forward on Mangroves

As you are aware, the Ministry for the Environment (MfE) and the Department of Internal Affairs (DIA) are exploring options for going forward on mangroves in the context of providing advice to the Governance and Administration Select Committee.

 

Following discussions with councils over the last few weeks, we have prepared an overview of options (see attached A3).

 

Clearly, there is a willingness to work together on managing mangroves - in whatever form that takes. With that as a starting point, we consider there is merit in developing a non-statutory mangrove management plan in a collaborative way with local communities. The mangrove management plan could be for a specific harbour or a wider coastal area.

 

All the options (either the Mangroves Bill or RMA status quo processes) would require the approach of a mangroves management plan.

 

Firstly, we would welcome the views of your council on the proposed approach outlined in the attached options overview and discuss any matters. We consider that the best way to discuss is to arrange a meeting of all three councils in a couple of weeks. Any suggestions about time/place for this meeting would be appreciated (including the option of hosting the meeting in Wellington if you wish).

 

Please let me know your preferences and any feedback/suggestions are welcome.
