This note provides information and questions to discuss for a new transport Green Card. At your previous meeting with officials, you outlined your expectation to implement a Green Card by mid-2020. As a starting 
point, you suggested the scope for the Green Card could focus on free off-peak travel for community services and student cardholders. You requested further information on options, including advice on funding options.
