Thanks very much for your time this afternoon to discuss the suburbs dataset, which has been identified as a key
dataset for emergency management, resilience and climate change.

We agreed that I would send you the draft letter which was prepared to introduce the key datasets project to your
Chief Executive , and also provide a recommendation on the most appropriate Creative Commons licence to adopt.
1. Chief Executive letter
Please find attached the draft letter which was prepared in May.
Similar letters were sent from Jan Pierce, the DCE at LINZ responsible for the resilience work programme, to
the Chief Executives of Stats NZ, KiwiRail and NIWA, but not Fire and Emergency or NZTA.

I would be happy to work with you to amend the wording and arrange for the letter to be sent once you
have approved. If it would help, we could reference the Resilience Programme Board, which includes
senior executives from Defence, MCDEM, EQC, GNS and Local Government who oversee our resilience work
programme.
2. Creative Commons recommendation
I will work with Stats NZ Open Data Team to provide a recommendation on the most appropriate Creative
Commons licence for publishing the data based on your current licence.
Please let me know if you would like to be involved in these conversations, or if you would prefer for me to
simply supply a recommendation.
Finally, thanks for agreeing to attend the progress meeting on 22nd October, as I really appreciate your ongoing
support for this project.

Key Datasets for Resilience & Climate Change
LINZ has identified resilience and climate change as a critical challenge facing New Zealand, and an
area where we can work with others to make a real difference over the long-term.
With the intention of better informing infrastructure planning, emergency response support,
efficient local authority recovery following an emergency event and academic research, we have
identified 12 key datasets and potential improvements for each. These datasets relate to people,
property, transport, rivers, and topography.
ACT
We are writing to you as the Chief Executive of Fire and Emergency New Zealand, the lead agency
for suburbs, which is one of the 12 key datasets.
Over the last 12 months, LINZ has worked closely with NZGIS4EM (New Zealand GIS for Emergency
Management) to identify these priority datasets and improvements that will make a real difference
to the resilience and climate change community. NZGIS4EM represents practitioners in central
government, local authorities, and Civil Defence Emergency Management groups, working together

to make GIS integral to emergency management within New Zealand.
Our work has also involved collaboration with the lead agency for each of the key datasets, which
are Fire and Emergency NZ, Stats NZ, the NZ Transport Agency, KiwiRail, NIWA, and LINZ, so that we
can work in partnership to develop the improvement plan for each dataset.
Specifically, we want to acknowledge the contribution of Matt Donaldson, Team Leader Spatial

Intelligence at Fire and Emergency Management (FENZ), for his collaboration in developing the data
improvement plan over the last 12 months.
On 4th June, LINZ will be hosting a Hui to bring together all the lead agencies for the 12 key datasets.
The purpose of this meeting will be to formally adopt the data improvement plan.
RELEASED
The priority improvement for suburbs has been identified as publishing suburbs as a webservice, and
supplying the suburbs dataset under Creative Commons licensing by June 2020.
We are writing to request you give the mandate Matt Donaldson to sign off on this priority

improvement on behalf of Fire and Emergency Management (FENZ) at the Hui.
