Please let me know if you are interested in investigating the option of having NZ Localities
data published on the LINZ Data Service on behalf of Fire and Emergency NZ. 
In a similar situation earlier this year, I was able to negotiate LINZ publishing the Emergency
Management Basemap on data.govt.nz on behalf of Critchlow / NationalMap.  This was
agreed after recognising the importance of this freely available dataset to the emergency
management community https://catalogue.data.govt.nz/dataset/emergency-management-
basemap

I would be happy to investigate the option of publishing NZ Localilities on the LINZ Data
Service and as an Esri REST service, to ensure the data is available both as a web service and
to download if this was considered a useful solution for Fire and Emergency NZ.  This would
make the most of the existing LINZ Data Service infrastructure to publish data, and minimise
the work and risk to Fire and Emergency NZ, where publishing data is not currently part of
your business as usual operations.
