Request made under the Official Information Act 1982
Thank you for your email of 17 December 2019 to the Ministry of Transport requesting the
following information under the Official Information Act 1982 (the Act):
Please provide copies of all communications or documents that relate to the
funding of, or sequencing of projects comprising the Urban Cycleways Programme
in Auckland that have involved the either the minister of transport or any associate
minister or officials in their offices.
Where it exists please include communications from officials at NZTA or local
government agencies or from any other person / organisation subject to the
provisions of the Official Information Act.
Please include documents from the 26th October 2017 until todays date
As the funding of, or sequencing of projects, compromising the Urban Cycleways Programme in
Auckland is a function that is most closely related to the functions carried out by Waka Kotahi
NZ Transport Agency, your request was transferred to Waka Kotahi on 7 January 2020 for
reply.
All communications within the scope of your request are most likely to have come from Waka
Kotahi. We have therefore interpreted your request to be for all communication or documents
that are held by Waka Kotahi in relation to the subject of your request (that have involved a
Minister). Where information is held by the Ministry of Transport, this has been provided to us to
include in our response.
In August 2014 the then government announced the $100 million Urban Cycleways Fund
(UCF). This led to the $333 million Urban Cycleways Programme (UCP) being implemented
from late 2014. The UCP provided increased investment to accelerate the delivery of cycling
networks in our main urban centres and incentivised our partners to increase their investment in
cycling and walking projects.
Waka Kotahi’s website contains links to fact sheets and maps for the UCP projects, undertaken
in the regions which were put together from when the original UCP was developed. As plans
were developed, the scope of some works may have changed and in some cases the final
routes may have varied. Information for the Auckland UCP can be found at

While the programme is now closed, some projects remain underway, as the delivery timeframe
was extended by the current government to allow Waka Kotahi and our council partners time to
complete them.
Projects within the Auckland UCP were:
• Nelson St Cycleway
• Don Buck Road Cycleway
• Airport to CBD
• Central Park Drive
• Eastern Connections to City centre (also known as Glen Innes To Tamaki Drive
Cycleway)
• City Centre Network
• Western Connections to City centre
• Links to public transport.
The documents that fall within the scope of your request have been provided to you and are set
out in the Document Schedule in Appendix 1.
In some cases, we have provided extracts from documents because the majority of the content
in the document is out of the scope of your request. We have identified these in the Document
Schedule.
