MIN-3341 – Walking and Cycling Projects

Minister’s Office seeks a list of walking and cycling projects that are construction/shovel-ready
(or nearly ready) but are unlikely to receive funding or investment in this NLTP.
The purpose of this exercise is to find fund-able projects that could be supported by investments
from the Crown.
NZTA provided similar information back in June (a copy is attached). Could this information be
presented in a similar way, with additional info:

The project’s assessment profile
•
Whether the project supports walking and cycling to schools
•
Whether the project would have budget set aside for by local councils (where applicable
The table below provides details on the walking and cycling activity class projects that are currently
rated as unlikely to receive funding or investment in this NLTP period but could be readily advanced.
However, we are unable to advise whether these projects are ‘shovel-ready’ without consulting with
the relevant Approved Organisations (mainly councils), who undertake the consenting and
construction of the projects.
The Transport Agency has been encouraging councils to continue to bring walking and cycling projects
forward for consideration, particularly if they are likely to be ready for construction within this NLTP
period, on the basis that they might be prioritised should other projects fall behind in delivery.
In November, we will be reviewing walking and cycling projects that are currently unfunded and will
then be in a better position to update you further on the status of walking and cycling projects. It is
anticipated that further projects will receive funding as a result of the current forecast underspend in
the Walking and Cycling activity class. Therefore, we do not believe that additional Crown funding
would have a significant impact on the delivery of projects in the current NLTP.
Please note that funding cannot be advanced without the relevant Approved Organisations submitting
business cases for these projects and demonstrating they have an appropriate Benefit/Cost Ratio
(BCR).
