Official information request relating to CCTV and ANPR cameras 
I refer to your official information request, which was transferred in part from Dunedin City 
Council to Dunedin City Holdings Ltd on Thursday 5 December 2019, for the following 
information: 
•  A list of all CCTV camera locations that are owned OR operated by Dunedin City 
Council’s Council Controlled Organisations.  
•  A list of all camera locations used for Automatic Number Plate Recognition (ANPR) 
within Dunedin.  
You requested that this information specify street addresses or approximate locations in the 
city.  
This letter responds to your request with respect to Council Controlled Organisations within 
the Dunedin City Holdings Ltd (DCHL) Group, and Aurora Energy Ltd.  
CCTV camera locations 
Several companies within the DCHL Group own and/or operate CCTV cameras for the security 
of buildings, people and property. As such, information relating to the location of these 
cameras is withheld under sections 6(a), 6(b), 7(2)(d) and 7(2)(e) and of the Local 
Government Official Information and Meetings Act 1987 (LGOIMA).  
You have the right to seek an investigation and review by the Ombudsman of this decision.

ANPR camera locations 
Dunedin International Airport Ltd (DIAL) operates two ANPR cameras at entries to its 
carpark, to prevent fraudulent use of the car park only. No other DCHL Group companies own 
or operate ANPR cameras.
