Request made under the Official Information Act 1982
Thank you for your request to the Ministry of Business, Innovation and Employment made via the FYI
website on 6 November 2019 requesting the following information under the Official Act 1982 (the Act):
1. How much money has been spent on the big 4 accounting firms (Deloitte, KPMG, PWC and
EY) as part of the Provincial Growth Fund investment?
2. How much money has been spent on "consultants" as part of the Provincial Growth Fund
investment?
3. How much money has been spent on "consultants" in the Tairāwhiti region as part of the
Provincial Growth Fund investment?
Your request was partially transferred to Waka Kotahi NZ Transport Agency (the Transport Agency) on 29
November 2019 due to the Transport Agency holding relevant information for your request. As the
Transport Agency is delivering some Provincial Growth Fund (PGF) funded projects, the financial
information relating to the projects’ operational costs, including consultants, is held by the Transport
Agency.
The definition of “consultant” used to collect this data are those
companies or individuals engaged in a
contract for professional advice/information either directly (self-employed), or through an organisation, for a
specific piece of work or outcome. They operate independently from the Transport Agency and are
responsible for all the resources and managing the risks associated with delivering the piece of work.
Response
The following figures are provided as at 30 November 2019 for Transport Agency-delivered projects that
are 100% PGF funded.
How much money has been spent on the big 4 accounting firms (Deloitte, KPMG, PWC and EY) as part of
the Provincial Growth Fund investment?
• No money has been spent on the big 4 accounting firms (Deloitte, KPMG, PWC and EY) as part of
the PGF-funded projects delivered by the Transport Agency.
How much money has been spent on "consultants" as part of the Provincial Growth Fund investment?
• $4,536,835 has been spent on consultants as part of the PGF-funded projects delivered by the
Transport Agency.
How much money has been spent on "consultants" in the Tairāwhiti region as part of the Provincial Growth
Fund investment?
$147,491 has been spent on consultants in Tairāwhiti as part of the PGF-funded projects delivered
by the Transport Agency.
