Request made under the Official Information Act 1982
Thank you for your email to the Ministry of Transport on 30 October 2019 requesting information under
the Official Act 1982 (the Act). Your request was transferred to the New Zealand Transport Agency on
6 November 2019. You have requested the following information:
Could I have a list of transport operators on your database. Ideally I would like the following
information:
1.Name
2.Address
3.Name of Owner/Director
4.Email
In accordance with your request, I am providing a list of companies, and other organisations that are
publicly registered and hold a Transport Service Licence (TSL). This information is provided to you in
the spreadsheet OIA-6022 - List of Transport Service Licence Holders.pdf.
I am withholding some information under section 9(2)(a) of the Act to protect the privacy of natural
persons, including that of deceased natural persons as below:
• There are 100,963 current Transport Service Licence (TSL) holders recorded in the Driver
Licence Register. Of those, the details of 33,119 are being provided and the details of 67,844
are being withheld as they contain personal information. The withheld information comprises
details of 154 trusts, 673 partnerships and 67,017 individuals.
• Email addresses as these contain personal information.
I do not consider that it is in the public interest to make this information available.
I am also refusing parts of your request under 18(e) that the document alleged to contain the
information requested does not exist and where it does exist, I am refusing your request under 18(f) in
that the requested information cannot be made available without substantial collation and/or research:
• The Transport Agency does not collect the names of owners and directors of the company in
TSL applications and does not verify the position of the contact person for the TSL application.
• The Transport Agency does not collect the public address of a company in the TSL application
and does not verify the contact address provided to confirm that it is the official address of the
company.

In order to identify this information, each individual record would need to be checked against the
Companies Office registers which would take a substantive amount of time.
I have considered whether charging or extending the timeframe for responding to your request would
help as required by section 18A of the Act. However, this approach will not help, since it still requires a
substantive amount of time for the staff to check approximately 33,119 addresses and names. I have
considered the number of people capable of processing the request, however, in order to do so, the
staff will be unable to meet their other daily responsibilities.
It is important to note the following in relation to the data provided:
• Data is extracted from the Driver Licence Register (DLR) and was current at 4 November
2019.
• Data is restricted to companies or entities with publicly available information that hold a
current TSL at 4 November 2019. This includes TSL categories of:
•
Goods Service Licence (GSL)
•
Small Passenger Service Licence (SPSL)
•
Large Passenger Service Licence (LPSL)
•
Vehicle Recovery Licence (VRL)
•
Rail Travel Licence (RTL)
•
Rental Service Licence (RSL)
• Some TSL holders may have more than one category of TSL.
• Only holders of a TSL that have a company name (or other publicly available name) are
included to protect the privacy of individuals. TSLs held by trusts or partnerships are excluded.
• Names entered are free text fields. Mistakes may occur with these types of entries (e.g. mis-
spellings). While every attempt has been made to include all possible records, some may
have been omitted due to mistakes made when entered.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
