Request made under the Official Information Act 1982
Thank you for your email
of 21 August 2019 requesting the following information under the Official
Information Act 1982 (the Act):
‘In relation to the Waitara to Bell Block project, can you please provide information
relating to:
“1) The confirmed works programme, including design, costings and timeframes
“2) Any unconfirmed works still being considered, including design, costings and
timeframes
“3) Any works proposed and rejected or declined, including designs, costings, timeframes
and reasons why rejected or declined.
“4) Any assessment and decisions relating to the SH3 - Egmont Road intersection
undertaken in the past 2 years.
“5) All NZTA Board papers and papers to Ministers or Cabinet in relation to the Waitara to
Bell Block project and/or the SH3-Egmont Road intersection.’
Each of your questions have been set out and addressed below.
1) The confirmed works programme, including design, costings and timeframes
The NZ Transport Agency’s tender stage is currently underway for professional services (for design
and construction supervision). Design will start after the tender process is completed.
It is anticipated that the detailed construction design will be completed by October 2020, with
construction anticipated to be completed by June 2022 (this includes the safety improvements and
four roundabouts). The confirmed works programme, costs and timeframes will be determined at the
completion of the detailed design.
The preliminary programme has been provided to you in the attached spreadsheet labelled “16 May
2019 W2BB programme”. Please note however that this is a preliminary project only and therefore
subject to change, as it is dependent on a number of variables, including consultation, consents,
property approvals etc.
2) Any unconfirmed works still being considered, including design, costings and
timeframes
There are no unconfirmed works still being considered. All works described under the detailed
business case are confirmed.

3) Any works proposed and rejected or declined, including designs, costings,
timeframes and reasons why rejected or declined.
No proposed works have been rejected or declined.
4) Any assessment and decisions relating to the SH3 - Egmont Road intersection
undertaken in the past 2 years.
One assessment has been undertaken in relation to Egmont road intersection in the previous two
years, a copy is attached and labelled “SH3 Katere Road/Egmont Road Intersection Assessment”.
5) All NZTA Board papers and papers to Ministers or Cabinet in relation to the Waitara
to Bell Block project and/or the SH3-Egmont Road intersection.
