Request for information 2019-246 
I refer to your request for information dated 1 July 2019 which was received by Greater Wellington 
Regional Council (GWRC) on 1 July 2019.  You have requested the following information: 
All information relevant to the statement reported at https://www.stuff.co.nz/dominion-
post/news/wellington/113814616/driver-shortages-and-city-councils-moves-on-bus-priority-
blamed-for-wellington-network-problems that This council [GWRC] has expressed what its 
view is on bus priority to the roading authority [WCC] for every such expression made in the 
years 2014-2019, including full details of what was in each expression and WCC's 
response.
” 
GWRC’s initial scan has identified that your request may involve many thousands of documents 
over 5 years. This volume of documents would force GWRC to consider refusing your request under 
section 17(f) of the Local Government Official Information and Meetings Act 1987 (the Act) on the 
basis that the information requested cannot be made available without substantial collation or 
research. 
To make this manageable, we propose to restrict our search and response to views that have been 
presented to Wellington City Council via letters, formal reports, the Wellington City Council/GW 
working party, and submissions GWRC have made to the Wellington City Council’s Long Term 
Plan then it is believed that the need to consider section 17(f) would be removed. Please contact

It is necessary for GWRC to extend the time available to it to answer your request to 26 August 
2019.  This decision is made pursuant to section 14(1)(a) of the Act on the basis that the request is 
for a large quantity of official information and meeting the original time limit would unreasonably 
interfere with the operations of the local authority.
