Scope of practice for registered doctor

Dear Ministry of Health,

I would like to know what the scope of practice was for Dr Hans Raetz in 2016. He is a registered GP, but in 2016 he performed a small volume tumescent liposuction on me. I have read the Medical Council of New Zealand policy on tumescent liposuction and it states that doctors registered as GPs have to apply and meet certain requirements in order to have an extension to their scope of practice to allow them to perform tumescent lipousuction. It states that the extension would be published on their publicly available online list of registered doctors. I have searched the register and there is no extension listed for Dr Raetz currently, however he may have had the extension in 2016. I have asked the Medical Council of New Zealand for this information but they have declined, citing privacy issues I was surprised at this, as the information was publicly available in 2016 when I was his patient. I would like to know the scope of practice for Dr Hans Raetz in 2016, including whether or not he had an extension to his scope of practice to allow tumescent liposuction.

information under the Official Information Act 1982:

later than 29 May 2019, being 20 working days after the day your request
was received.  

If we are unable to respond to your request within this time frame, we
will notify you of an extension of that time frame.
