I refer to your request for information dated 30 April 2024, which was received by Greater
Wellington Regional Council (Greater Wellington) on 30 April 2024. You have requested the
following:
“Could you kindly provide a list of all camping grounds which Council has issued a camping ground
licence in the past 3 years in accordance with the Camping Ground Regulations 1985.
Please include relevant addresses for each camping ground and identify if any camping grounds are
operated by Council or subject to a lease with Council.”
Greater Wellington’s response follows:
A letter was sent to you on the 2 May 2024 requesting clarification of your request for information.
We advised that Greater Wellington, as a regional council, does not issue camping ground licenses
under the Camping Ground Regulations 1985 (although we do run some campgrounds such as
Kaitoke). This function instead sits with the relevant city/district council.
We asked that you provide clarification by the 10 May 2204 to the following questions:
1. Have you already requested this information from the city/district councils in the Wellington
Region? This would assist us in transferring your current request to the appropriate
council(s).
2. Are you instead after information relating to our operations as a camping ground provider?
If so, please specify the information you are after.
We have not had a response to our clarification letter. As this information is held by territorial
authorities (city and district councils) rather than regional councils, we would ordinarily transfer your
request to the relevant agency.

We are aware that you have requested this information from:
• Masterton District Council
• Carterton District Council
• Hutt City Council
• Kāpiti Coast District Council
• Porirua City Council
We are therefore transferring your request to the two remaining territorial authorities in the
Wellington Region (listed below) pursuant to section 12 of the Local Government Official Information
and Meetings Act 1987 (the Act) on the basis that this information is believed by Greater Wellington
to be more closely connected with the functions of territorial authorities.
As the above-named councils have already received your request, we are transferring your request
to the following:
• South Wairarapa District Council (SWDC)
• Upper Hutt City Council (UHCC)
Further correspondence will therefore come to you directly from SWDC and UHCC. In this regard the
20-working daytime limit for providing you with a response to this request will begin from the day
after each agency receives this transfer.
In transferring your request, we consulted Wellington City Council (WCC). WCC has advised that it
does not have any campgrounds in its territorial authority area, so we have no grounds in
transferring the request to WCC.
If you have any concerns with the decision(s) referred to in this letter, you have the right to request
an investigation and review by the Ombudsman under section 27(3) of the Local Government Official
Information and Meetings Act 1987.
Please note that it is our policy to proactively release our responses to official information requests
where possible. Our response to your request will be published shortly on Greater Wellington’s
website with your personal information removed.
